Philip Kitehen (1997: 27) summarizes the definitions as suggesting that public relations:

Wilcox et al. (2003: 5) suggest that the following additional elements are also common to the various definitions:

1 Deliberate Public relations are intentional, not haphazard.
روابط عمومي هدف دار هستند. روابط عمومي به صورت اتفاقي نيست بلكه هدفمند است
2 Planned. It is organized, not short term.
روابط عمومي برنامه ريزي شده است. روابط عمومي سازمان دهي شده است و كوتاه مدت و موقتي نيست
3 Performances Public relations cannot be effective unless it is based on the actual performance of an organization.
روابط عمومي كاربردي است روابط عمومي در صورتي موثر و سودمند است كه بر پايه عملكرد واقعي سازمان باشد
4 public interest This reinforces the idea that public relations should be beneficial to the organization and to the general public.
روابط عمومي منفعت عموم است اين مطلب تاكيد مي كند كه روابط عمومي بايد هم به نفع سازمان و هم به نفع عامه مردم باشد
In tracing the similarities between diplomacy and public relations,
LEtang: points out that both involve three kinds of function:
در ادامه تشابه بين روابط عمومي و روابط سياسي لوتانژ اظهار مي دارد كه:

1 Representational (rhetoric, oratory, advocacy) . This would cover the language and images used to represent the organization in communication with publics, including written, spoken and visual communication.
بياني (اظهاراتي) (علم بيان –بلاغت – فصاحت – وكالت دفاعيه)اين مبحث تصاوير و زباني را تحت پوشش قرار مي دهد كه براي نشان دادن ارتباط و روابط با سازمان شامل روابط نوشتاري گفتاري و ديواري مورد استفاده قرار مي گيرد
2 dialogie (negotiation, peacemaking). The public relations practitioner is often seen as a bridge builder, the voice of different internal and external publics within the organization, and the voice of the organization to those different publics. They have to see other people's point of view.
محاوره اي- گفتگو – مذاكره و مصالحه سازش- شاغلين روابط عمومي اغلب به عنوان سازنده پل ارتباطي به حساب مي ايند. صداي افراد داخل و خارج سازمان و اقشار مختلف سازمانها انها بايد ديدگاهها و نقطه نظرهاي مردم را هم ببينند
3 Advisory (counseling). This role covers both pro-active PR, such as campaign planning, and re-active PR, such as dealing with a crisis.
These functions are underpinned, in both public relations and diplomacy, according to LEtang, by intelligence gathering. Public relations practitioners need to be acutely aware of political, social, economic and technological developments within their organization, area of operations, and local, national and, increasingly, global communities.
مشورتي – مشاوره اي- اين نقش هم روابط عمومي كاربردي همچون برنامه ريزي گروه ها و حزب ها و همچنين روابط عمومي مقابله اي يا واكنشي همچون مقابله با يك بحران را تحت پوشش قرار مي دهند
اين عملكردها بر طبق گردآوري هوشمندانه لوتانژ هم در روابط عمومي و هم در روابط سياسي مورد تاييد مي باشد شاغلين روابط عمومي لازم است كه از پيشرفتهاي سياسي اجتماعي اقتصادي و فن آوري و تكنولوژي درون سازمان نشان در حوضه فعاليتهايشان و همينطور جوامع محلي ملي به ويژه جوامع جهاني آگاه باشند.
