1- (i.e.a.u.o.c.)these are the vowels that are most familiarto the speakers of most European languages.cardinal vowels are printed within square blanckets[] to distinguish them clearly from english vowel sounds.

owel without obstructing the flow of air enough to produce friction noise. i=thise vowel is in the close front area ,compared with cadinal vowel it is more open and nearer in to the center.the lips are slightly spread.

What is the difference between dialect and accent?

The difference is that the primary cardinal vowels are extremes of vowel quality. It means that when you hear those vowels find that they sound strange and exaggerated. When you are familiar with these extreme vowels, you have learned a way of describing, classifying and comparing vowels.
